Tram 1 or train?
Tram 1 gets you directly from Delft to Hague in 40 mins.
The train is faster but requires a ticket in advance (bought at station) or you need to have at least a 20€ balance on your OV card in order to have access on the train.

Yikes. I know it sucks for us too. The city makes it difficult to pay with credit cards at the parking terminals in the street. Noted public garages in my guidebook are best option.
